The example video shows what the effect of light would be like if it were being projected through 3 rectangular frames, passing 10 individual times through each of the 3 frames and in a consecutive sequence from left to right, repeating itself every second. Meaning, no more than one frame of light is actually present at any time even though they appear to be. You can test this by pressing the pause button.

Each rectangular frame of light passes at such a high rate giving the illusion that multiple frames are always present. What you see is 30 individual light filled frames pass every second, hence the 30 FPS title and a play on one of the frame rate standards used in digital video.

 With a 5 second example at a rate of 30 FPS, how many frames of light passed?
